What movie is this?

Firstly i thank you for reading.

This movie i watched around the year 2000(when i was a lil kiddo), not sure the production year.

But here is the storyline i remembered.

A father and his 2 sons met a shipwreck (forgot its a ship/hot air balloon/air ship/airplane) and they explore the island and found a tribe/village where humans and dinosaur/dragon co-exist and only chose personal have their own dinosaur/dragon.

here is the part i dont remember that clearly.

one of the sons became a dragon rider and he trained very hard as he aint used to riding on a dragon.

This movie language is english, seems to me its an american production.

Hope some one could help me get the title as i love this storyline alot.
Been searching this for quite some time but end up with nothing.

Keep thinking the title was "Utopia" but when i googled it, there was no result.
