Even though she was making a "documentary" film with what may be perceived as a skewed perspective, and thus it's a propaganda film, every film made is from a perspective and could be perceived as a "propaganda" film.
Leni Riefenstahl's Triumph of the Will is a propaganda/documentary film about the Nazi rallies upon the arrival of Hitler.
