Stranger turns town against each other

Hello, I remember when I was young, there was this horror-like movie where some stranger comes to a town and turns everyone against each other. The townspeople start killing each other.

I forgot the name of the movie. If anyone can enlighten me with its name, I would be grateful!

First thing that popped into my head was Storm of the Century (1999) , no clue if it's what your looking for.
