help with a movie, camera on top of brick wall in movie

hi there was a goofball movie from the 90s when i guy is trying to get into a ristricted area in the park and he leaps onto a fence and turns around and there is a video camera completely looking right into his face and he sees it and just turns the camera around with his hand. i was thinking maybe naked gun or beverly hills cop something like that but cant remmember, please help to identify
