Disclaimer: I have only seen a few of the "older" Bond flicks, mostly only the "newer" ones.
Trying to recall the ones I liked most. Here's what I got so far.
Favorite: Vesper Lynd (Eva Green) in Casino Royale. Felt like an actual character. Mind you, this was after seeing the likes of Halle Berry, Denise Richards, etc. Really like Casino Royale and the way they set up the relationship for the rest of Bond's character arc.
Honorable Mention:
Elektra King (Sophie Marceau) has always stuck with me, from The World Is Not Enough.
. Generally found her attractive and her character decently fleshed-out.
Not to say that Halle Berry didn't look good in Die Another Day. Never saw all of Tomorrow Never Dies, and can barely remember the bond girls from Quantum of Solace, Skyfall or Spectre. That's not a good thing. I remember the crazy chick, Xenia Sergeyevna Onatopp (Famke Jannsen), from Goldeneye more than them.

Interesting thought but I think there's more vulnerability about Sophie Marceau and that enhances the character.
I read that Sharon Stone was the original choice for Electra King, but she doesn't have that vulnerability quality that Marceau does, it seems. Sharon Stone would have been really good for Christmas Jones though I think.
Actually when it comes to picking the best Bond girl, would it be unfair to pick one who was good, but just so happened to be in a sub-part entry? I never liked Thunderball as much and found it to be flat, but I did like Domino Derval, but since she is in a bad entry which under-utilizes her, and makes it worse by giving her bad dubbing of someone else over top, would it be fair to pick her, or is her being stuck in a bad movie with bad dubbing, make her a lesser Bond girl because of that?

If we're talking major/main character when we say Bond girl then I'd go with Melina Havelock from For Your Eyes Only or Akikio Wakabayashi from You Only Live Twice
But if we're talking girl that was on screen in a Bond movie then I'd go with Caroline Cossey (far left, white bathing suit)

Having her as Elektra would have signposted the reveal. It's quite easy imagining her as Christmas Jones given her appearances in the Allan Quatermain films .

I actually thought that Carole Bouquet may be one of the worst Bond girls cause her acting is very wooden I felt, and she acted like she just didn't want to be in the movie and seemed wooden and burned out.
Akiko Wakabayashi's character just seemed flat, and she didn't really have much to go on for a character, I thought. But are you going by the novels when you say compared to on screen?

Since I felt that it was a bad performance, and cause of the dubbing as you pointed out, I couldn't help but compare her performance to Tanya Roberts. Tanya Roberts is not a bad ass but a damsel in distress type more so, but however, she gave a better performance as a damsel in distress, compared to Bouquet as a bad ass I thought.

I’d say that character personality and performance are synonymous.
But Havelock? Think about it: she has a crossbow and it’s locked. Yessum, Havelock is the Bond girl I want in my corner.
And Akiko had that sweet ride right when Bond needed an out. I say that’s deserving of recognition.

Well, I don't think any Bond girl is chosen for her acting. It might be more of thought now (still not the prime reason though) but back then? You rarely hear of a Bond girl again as anything other than 'former Bond girl....'?
Would she have made a better Triple X? I don't know. Possibly, but it would've been a lot more work for the dubbing department. Or, maybe they wouldn't have bothered? I don't know the reason for the dubbing anyway.
