Comedy adventure family movie about kids and a spy

There was a movie that I vaguely remember, it was a comedy adventure family movie about kids and a spy and a small multi leg spider like robot. It seems like it was from the 70s and might have been a European movie dubbed. There's a scene where everyone is tied up and they stop a time bomb buy spitting chewing gum into the clock face stopping the hands from moving. The end has the robot trying to give flowers to a girl and she screams. Any ideas?
