I know this is vague, but what movie starts out on a boat, with an undercover cop tied up and his partner has to shoot him to prove he's not a cop? (I think Spacey might be in it....)

Note: Just a guess. The opening scenes take place at the marina. Frank (Clint Eastwood) and his partner Al (Dylan McDermott) are working undercover, trying to take down a counterfeiting ring. Things go out of hand when the gang discovers that Al is an agent - Frank is asked to do the honours
