what is this movie?

A terminally ill homocide detective is obsessed with a series of murders and needs to find an answer before dying. He meets up with the main suspect (whose alibi concerns his mother) and by a series of flashbacks, finds out what really happened. One killing involved a young couple camping in the woods. The killer eventually stops a woman on a deserted road and informs her that a tire is low which he then deflates without her seeing. When the tire goes flat, he is right behind her. The movie ends at a police station. I "see" the faces of James Edward Olmos as the detective and M. Emmet Walsh as the killer, but there is nothing in their filmographies. This is driving me crazy! I want to buy this movie.
