Personally I don't think anything that costs millions of dollars is low budget .. but according to SAG 2.5 million and under is low budget, so I guess we can go with that.

I saw budget numbers ranging from $27k to $250k

Clerks!!! Budget about 30000$. Kevin Smith made his best movie with lowest possibilities, maybe because with no power comes no responsibility.

The first Saw is a great low-budget film. So is Reservoir Dogs.

The first film that popped into my head when I saw the title of this thread was Hustle and Flow...I don't know what the budget was for the film, but the film looks like it was made on a shoestring.
