Please please help, it’s been years of searching!!
A black and white film I think, I seem to remember it being composed of still images, but grainy and old seeming. Think it was foreign with English subtitles
A male scientist wearing a labcoat has invented a drug to transform people to dogs, as he’s fallen in love with his small pet dog.
People start to use it recreationally so they can do animal things like eat rubbish and mate and urinate on the street, when they transform at night they leave little piles of clothes in alleys
It becomes so popular that it is made illegal
Dunno what else happens but in the end he turns into a dog forever and runs away with his pet,
