There is a 1994 movie called 'Color of Night' - starring Bruce Willis. In this trailer for the film, we see a stalker-type character wearing a hooded garment (briefly at 0:48 seconds). I can't confirm if the bad guy shoots up a car window - - has anyone out there got a copy of this movie?
