This is the distinction. It doesn’t make the original comment okay but people should be encouraged to say that they find the remark uncomfortable/inappropriate. Particularly older people from a different generation may have said that kind of stuff in the past and it had gone unchecked so they think it’s just a bit of fun. Not all of them do it to be deliberately predatory so best that the inappropriate comment is addressed at that moment and nip it in the bud.
