Those cars are from the late 1940s to early 1950s. Though I suppose the film could be from the mid 1950s, probably no later, unless they reused older stock film footage for the bridge scene.
I see a clock in the first photo which looks like a studio promo photo.
So I wonder by those clues if it's The Big Clock?

I'm betting it's not a noir but a war film as those look like U.S. uniforms. Korean war maybe.
