Who the HELL is this woman in the middle (the photo on the very top of the article) and WHAT is that scifi show??? The article itself seems to be no help at all, unfortunately!

I searched and I believe that is Jessica Steen as Corporal Jennifer Chase in Captain Power and the Soldiers of the Future.
