Little girl who killed peoples

Hello. I hope someone can help me. I am searching for a movie about a child girl who killed adults she didnt like. Her name in the movie was Rachel i guess and in the movie Rachels mum knew about her daughters bad actions and in the end of the movie Rachels mother actually kills her own daughter and said to her dead daughter that she was so sorry for taking Rachels life but she couldnt let Rachel kills more peoples.

I dont know any actors and year of the movie but I am almost sure its from 1990s, maybe end of 1980s
