Genuine question about the seemingly untraceable movie "Joshua"...

I can't find a Region 2 dvd copy of the 2002 movie "Joshua", starring Tony Goldwyn and F. Murray Abraham.

Can't stream it. Can't eBay it. Simply can't find it!

Does anyone know why it's not available?
