Trying to recall a Scifi Movie.

I saw it about 2000 and it was relatively new then I believe and I think it involved a town that became blocked off with a barrier or wall (or i may be confusing that point) but everyone in the city/town floated into the air one night with arms out like they were crucified and floated in the clouds.
I recall there was a scene with a small plane flying and bumping into the people floating but they were all catatonic/hypnotised.
Any ideas please?

I have no idea. But it sounds so craptastic I have to see it for my self.
