Do you know a movie with a man and a third eye in the 80s or 90s?

Very vague, so forgive me. What is this movie from either the 80s or 90s, televised late on Cinemax where the protagonist/antagonist becomes so intelligent his head gets bigger, an eyeball comes out of his forehead that is attached to an optic nerve and he is holding a woman with thunder and or lightning maybe crashing int he background and it rips off her shirt?
