Hi MoFos, long time no speak. Been quite busy lately with the conclusion of my high school life and acceptance into University so haven't quite had the time to stay active on here which I apologise for. 
A movie came to my mind today that I remember seeing when I was younger. It would have been released early to mid 90s. It had a blonde haired baby/infant as the main character, and I'm pretty sure he was from an elite family of some sort. Anyway, he escapes his parents or the baby sitter for whatever reason and this group of criminals are after him for what I remember was ransom. They chase him all over New York or LA and can't seem to get a hold of him. Kinda similar to Home Alone I suppose. It's a family/comedy flick and is pretty specific so I don't think it would be much for experts like yourselves to solve. A specific scene I remember is in a construction yard, pretty sure the baby was crawling along a steel girder.
