It is Tim Roth in the picture.

It's from Enemy at the Gates, which I don't recommend. Ron Perlman is good in his small part, though. Just watch his scenes on YouTube.

How can anyone tell anything from photo #1?

I replaced it with another shot from the same film which should be easier to identify if you've seen the film. I know it's blurry, but I figured I'd make one hard photo to mix it up.
