American Action movie 70s/80s? Car keeps accelerating through city

Hi all,
A long time ago I saw an american action movie set in an bustling american city. A detective? gets into his car only its been tampered with. He starts driving and no brakes. He uses a column shift and tries park, reverse neutral, car just goes faster through speeding traffic. He is going really fast through the city avoiding pedestrians and cars, he heads for an opening bridge (a bascule bridge) that is just going up at the time. His car maybe gets stuck at the top and slides back down crashing. So he doesnt die and can now look for who tried to kill him.
The second rate actor i think has black curly hair. Sketchy details...been bugging me for years..
Its NOT "Runaway car" as this car scene is just a small part of the movie...
