Nosey neighbour logs everything

Trying to remember the movie/show with the scene with police interviewing a neighbour (male) in his home. He has logged by time every going on across at his neighbours address, and the police may find it useful for investigation.
'Dexter' is bringing a bell but i cant picture the scene.
