This is an old movie, there is few human with super power. I remember one of them is an old man with strange helmet, and his power is ice touch, so when he touches something it freezes. There is a woman with ant man power, so she can shrink, and there is a man with lightning power (he can shot lightning from his hand), but his power need to charge with singing. I think there were more man with powers, but i don't remember.

Did you know that in the 1980s movie PREDATOR the titular character was not originally portrayed by Kevin Peter Hall. That could be 'misfits of science' but not an exact match.
I concur that it's probably Misfits of Science. One guy had electrical powers, one guy could shrink (Kevin Peter Hall, who was the first Predator and the bigfoot in Harry and the Hendersons) and a young Courtney Cox as a telekineticist.
The guy with freezing powers was only in the pilot episode.
