In a small town a somewhat rebellious young man has gotten into trouble and is arrested. The sheriff has decided to try and talk some sense into him. However the young mans justification and general reasoning turns out to be more of a challenge for the sheriff than he was prepared for and seems to raise questions about himself and his place that he's never really thought through.

Nope not it. The movie in question is from round the 80's or early 90's at best. The main actor is also a lot younger and less famous than Val Kilmer.
