Movie about a teenage daughter being sexually abused by her father

I saw this one around 1998. It's about a teenager girl who submits to sexual abuse by her father in order to protect her younger sister. After awhile she enlists the aid of an African American boy to help confront her father. Her father retaliates by becoming violent and getting the best of the boy, but his daughter manages to overpower him with a weapon.
