Had this question, this forum post was the only google result that came up. Kept digging and discovered... It's the 2nd half of the S7 motto "If I tell you, I have to kill you" The first half is barely visible on the other wall. S7 from the first films, gets absorbed by the TRF (Transformers Reaction Force) which means that control room is an old S7 control room, now run by the US Military's TRF.
