I've always preferred Tomorrow Never Dies over Goldeneye.
I like the car chase with bond using his phone to drive. I like Michelle Yoeh as a bond girl, she is just as capable/dangerous as bond during the film, plus they have a great action scene with the motorcycle chase. Plus I like the story too.
I can see why the majority like Goldeneye the most of Brosnan's films though, plus I do think Goldeneye has the best opening sequence of any Bond film.

Some of my favorite films from the 1990's off the top of my head:

Pulp Fiction
The Shawshank Redemption
Thelma and Louise
Fight Club
Fargo
Jerry Maguire
LA Confidential
Glengarry Glen Ross
