Help!!! Someone help!!!

My sister and I have been searching for a movie we used to watch when we were younger. We're both in our late 20s so that should give you a time frame. The story was about a girl who was locked in a library and it was possibly raining outside. She read books that came to life and animated children would come out of them and talk to her when she stopped reading the books. Or if she hadn't finished the story. It is NOT the pagemaster, please don't even recommend that because I swear to god it is NOT the pagemaster.
