The incomparable Bill Murray in anything but especially as Peter Venkman.

I am not sure in which movie Oscar Levant is the most sarcastic, but...
Oscar Levant is an excellent choice!

Speaking of the 1940s... Eve Arden was one of the most delightful gals to uttersnarky humorous one-liners in cinema. I'm partial to her work in Anatomy of aMurder, but she really shined in '40s comedies.

Robert Benchley --of Algonquin Round Table fame-- wasn't too shabby either..
