I am not sure in which movie Oscar Levant is the most sarcastic, but...
Speaking of the 1940s... Eve Arden was one of the most delightful gals to uttersnarky humorous one-liners in cinema. I'm partial to her work in Anatomy of aMurder, but she really shined in '40s comedies.
Robert Benchley --of Algonquin Round Table fame-- wasn't too shabby either..
