80's family movie about a child robot(?) who is supposed to be perfect

There was some movie that used to come on the Disney Channel back in the 80's that for some reason I can't remember the title of. It was about these child robots (or I think they were robots) who are supposed to be the "perfect children" and it centered on one of these child robots. The problem was he was too perfect and so did not get along with the other children. There's this one scene I remember where he's in class and someone breaks the window (or something bad happens) when the teacher is out, and when the teacher comes back and sees it's broken, he/she asks who did it and the child robot, because he's perfect, tells the teacher who did it, so of course the kids end up hating him.

Haha I don't think it's Not Quite Human. I actually used to watch those movies - I was a fan of Jay Underwood. I think the robot in the movie I'm talking about was a little kid, not a teenager. I think people send away for perfect children or something? I guess kind of like A.I.
