Movie with heart-break in pre-life holding place.

Hi everyone, there’s a film I remember watching as a kid, and I’d love to know what it was. This is all I can remember about it:
There’s a part of the film which takes place in a kind of pre-life, holding place. From there, people wait to be selected to begin there actual life and be born. There’s a young couple there who are in love. They are then broken-hearted because one of them is called-up to be born, but the other is not. So in life, they will not be able to be together because there will be a considerable age gap.
That’s it I’m afraid, can anyone help?
