Welcome to the human race...
Since they changed it from Best Foreign Language Feature to Best International Feature, I think the fact that it's American-produced might preclude it from being eligible.

Oh they changed it... My mistake! Thank you for letting me know .

Each country submits a film for consideration and films produced in the United States are ineligible. Clint Eastwood's Letters from Iwo Jima, Mel Gibson's Apoclypto and Passion of the Christ, and Lulu Wang's The Farewell cannot be nominated for what used to be called the Best Foreign Language Film and is now called the Best International Feature Film. The name change isn't what made American produced films ineligible, they have always been ineligible.

So that films that are foreign, but still in English, would be eligible. Previously a handful of films could have been excluded even though they were foreign and deserving.

Does anyone else think that perhaps The Farewell, should have been nominated for best foreign language film, even though it was American produced? Or was it perhaps not nominated cause there were just better ones?

No...

It wasn't submitted by China therefore it wasn't eligible to receive a nomination.

It wasn't a Chinese movie. It wouldn't have been out of place. Ford v Ferrari can easily take a hike
