Old Black and White Cartoon

I remember watching a cartoon or kid movie on a VHS tape and at the end came another short black and white cartoon. I can't remember any details of the primary movie but the short was black and white and the characters were on a boat and the captain yells "Craaazy Towne, One-hour-stop-for-lunch.
It had a musical number behind it and the residents of said town were just wacky. I'm really hoping someone can help. For some reason Laurel and Hardy come to mind as well. TIA
