What I know:
most likely made after the year 2000
there is a wild looking race car that the kid uses. i remember him seeing perfect circles made from a car doing donuts and it was a mystery to him to find out who is doing it.
there is a love interest, and all i remember is she would heat up a cig lighter and then burn herself with it. and i think he helped her though w/e was making her do that.
lastly, do not believe it was american made.
That's such little information i know, but i tried my best. Came here to see if there's a guru that can find it
