Policeman chasing criminals, becomes half robot

Watched around 2012. I remember there is a policeman who is chasing some criminals. The policeman is very skillful, he practices everyday spinning a gun around his fingers. One day, the criminals catch him and start torturing him (I think it was on the roof of some building, but I'm not sure). One of the criminals shoots the policeman several times in the same place on his arm and his arm starts bleeding uncontrollably. The policeman passes out. When he wakes up, he is half robot. They turned him into a humanoid robot. He has one normal eye and one robotic eye. There are also other things going on, but I don't remember anything besides this.
