Looking for the name of a foreign/Asian movie from years ago

Hello! I am trying to find a movie that I saw years ago, I don’t remember the name. The details I do remember is that there was a fight scene towards the end of the movie that took place in a school and I think it was raining. Both people fighting ended up having some super powers, there was fire. One detail I remember is that one of them summoned several balls of water around them and used them against the other person.

It is live-action (not animated) a foreign, Asian film. Unfortunately I don’t remember the other details, can anyone help!

Most obvious film that comes to mind is Avatar: the last airbender.
