It's obviously a Tarzan movie, but it's hard to tell which one, since it looks like a publicity shot rather than an actual shot from the movie

I don't think it's a Tarzan movie, it looks more like a 'sword & sandal' movie. I don't know the movie or who the actor is.

Not Tarzan and not sword and sandal movie... Clue: it's a Silent movie and the actor is well know i think...
