Movie - Organizations motto is "Kill one in order to save many."

I only remember seeing the movie trailers. I vaguely remember Angelina Jolie being in the movie, maybe, maybe not. It seemed the theme in the trailer of the movie was that this organization whacked evil/bad people in order to make the world a better place.
