Oh, it can definitely be something stooopid. After a bad wind storm here recently, we got a notice to fix/replace, like, 2-3 shingles on the roof of one of our properties. Meanwhile, this has happened at that house almost every time there is a stiff breeze (we practically have the roofer on speed dial, LOL), and they've never cited us before.
