Yes, you're right. I happened a lot in Portugal, just telling something to a girl on the street. A lot of times to minors... So the law makes some sense, though there are some people who don't see it that way.

That's a good question... But with the tradition the construction guys in Portugal created on the art of flirting, I guess it's easy to know.

I assume this is more sexual harassment on the street.
