They cut money from the scram jet project and doing so help contriubte to the Columbia reentry disater. Bush, just like so many other presidents, fail to realise saying a few things and giving NASA money is going to get things done. The replacement Hubble telescope didn't go to Plumbrook because the facility wasn't qualified. It went to Texas because well, I think we can guess there. Even when Johnson became headquarters it was a political move. NASA will never ever be the way it was. Giving it money and talking will never fix the problem.
