Messed-Up 1980s Anti-Drug TV Cartoon-Movie for Kids
 
This is gonna be a tough one, and if you can figure it out for me, I'd be very, very impressed indeed. One time, I must have been 6 or 7, an anti-drug cartoon movie was on TV. I recall the protagonist wearing a black leather jacket. In one scene, the protagonist was in some kind of a cavern or something, and this weird person or entity that had been following him around to show him the error of his ways, told him to look at himself in the mirror. The protagonist did so, and his reflection was a slimy green. He looked like he was rotting. The person following him told him that when he's on drugs, he can't see himself the way others do, and that that reflection was showing him how others, in fact, see him, and, apparently, that was how he actually looked. At one point, he was on a bus and was in a daze of some kind too. Anyway, that's all I can remember.

Just a guess - Cartoon All-Stars to the Rescue (1990)

Towards the end Alf is making look in the mirror and he seas his weird reflection, about 2:30 into the clip.

Oh, my God, Temple! Yes, that's it! Jesus Christ, I wish I never asked now! I actually feel like getting high after watching that! I haven't in a long while. Actually, watching it stoned would probably be a ball of laughs. So it was Alf! Damn... I vaguely remember the ghost and the roller coaster ride through the brain too. The phantom is pretty cool, actually. I love his voice.
