Answered: Movie with character "Earl Ray" who is framed for MLK murder? Prison

It involves a boy who starts his criminal career by stabbing someone trying to rape his sister (the attempted rapist becomes paralyzed and we find out much later he is the warden".

It also has a female FBI agent who dresses as a male

The main character is falsely accused of assassinating MLK

I thought the name of the movie was "Malevolence" but apparently that's not it.

I also thought the movie had the song "sixteen tons" by Tennessee Ernie Ford, but can't find any link.

The main character spends most of his life in prison, when he gets out for a brief stint he gets involved with the KKK (and set up for MLK murder). He goes back to jail after a botched bank robbery where he's shot multiple times and ends up in a wheelchair in jail.

I watched it on VHS many years ago, I still remember snippets so please ask me if you have any other questions or if you feel you may know which movie I'm talking about.
