This isn't a list of the best neo noirs of all time. I feel Chinatown is the all time best neo noirs.

A lot of these were just picked at random... but all great films.

This is very tough, and I don't expect ANYBODY to have identical lists. My own ranking would be:

1. No Country for Old Men
2. Drive
3. Se7en
4. Body Heat
5. Nightcrawler
6. A History of Violence
7. Thief
8. Collateral
9. Memento
10. The Usual Suspects

The only easy choice for me was ranking No Country at #1. I feel it's one of the best films ever made, regardless of genre.

The rest of the list is very hard to determine, and I almost wanna say that Body Heat is SLIGHTLY better than Se7en, but I'll keep the list in tact for now.

Yes, both Nightcrawler and History of Violence are outstanding.

I think my list would be pretty close to this.
1. Drive
2. SE7EN
3. No Country for Old Men
4. Nightcrawler
5. Collateral
6. A History of Violence
7. The Usual Suspects

I'd rearrange your #5, #6, and #7 though. I really loved The Usual Suspects in theater and as a rental later. I watched it again a couple of years ago though and I couldn't stay in it. Same with A History of Violence. These two did not age well for me. Collateral has its faults but I always find myself returning to it every year or two.

It's not that The Usual Suspects hasn't aged well... it's always be a very good, but somewhat overrated film. But because of Spacey's timeless performance, it still retains being good.

A History of Violence isn't even an "old" movie yet... it's only 12 years old. Last time I watched it was probably 6 months ago... it's still as great as ever.

Clearly my comments were my opinions; and I am not speaking to whether the movies are old or not, only that (for whatever combination of reasons) these movies are not nearly as attractive or engaging as they once were closer to their release---at least to me. They both have a sentimental landmark for me that I can look back fondly on, sure, but I cannot enjoy them as I once did as I can, say, Blade Runner or Chinatown.

Del Toro and Spacey both hold up very well in Suspects. Pollak, Baldwin, and to a lesser extent, Byrne keep it very grounded in the 90s, unfortunately. I think my opinion of HoV has changed over the years probably due to the evolving quality of other movies that have come since. All in all though, I was disappointed watching it last year.
