80s or early 90s European spy movie, Cold War, car left on bridge?
 

Think I saw a tiny bit of this movie on TV once. Not sure if it was a spy movie or what. It appeared to be set in Europe (maybe Germany or Switzerland). I think someone left a car parked on a bridge with its lights on, I can't remember if it was because there was a blockade, then maybe he walked off the bridge (I don't mean jumped over it). I think I remember this man inside of a building with some other people, I am not sure what he was doing there, maybe he was sitting talking to someone but not like a friend, but it wasn't like a scene in the daytime with bright lighting.

That does not look like it. I think the movie was from the 80s or early 90s.

I looked at both videos but that really didn't look like it. The scene on the bridge was in the daytime and I recall it being cloudy.
