Movie title: war with no fighting
 
Hi
Maybe I'm just imagining this, but I seem to remember a movie where two nations were at war but there was no fighting. Each nation's government decided who was to die, and the citizens seemed to willingly abide by this.
Any ideas?

From the original "Star Trek" series there is an episode called "A Taste Of Armageddon" which fits your description perfectly. The war was fort with computers and after a strike selected persons would have to report to disintegration chambers on each planet.
