Saw this over 30 years ago. I can recall only one particular scene. Any help is appreciated.

Early 80’s film, 2 boys are trying to sneak under a girls cabin at some summer camp. They intend to spy on them. The larger boy gets stuck with his legs sticking out. The girls find them and beat the other kid with a tennis racket I think.
The girls proceed to take the larger boys pants off and hang them up a flag pole the next day, for all to see.
Don’t recall any major stars in the movie.

Yeah, that is from Meatballs, the original gross-out camp comedy. "We are the C.I.T.s so pity us, the kids are brats the food is hideous, we're gonna smoke and drink and fool around, we're nookie bound, we're the North Star C.I.T.s..."
