The Kid is the Killer.
 
Hello MoFos, Drawing a blank on this one.

The film is likely post 1980's and features a kid who kills people. His undoing is that he's trying to frame someone for a murder he committed (of a neighbor) but the cop realizes he couldn't have seen what he describes because his glasses were broken or missing at the time.

Sound familiar to anyone?
