T'Pau must have gained her accent over time because when the same character appeared (about a century younger) on Enterprise (played by a younger actress) she didn't have such an accent. Perhaps she studied English more in her later years with a teacher from Earth who was Austrian (and maybe learned other Earth languages as well - just like how my Spanish teacher in high school was a lady of German descent who also taught German.)

Or, we might presume that she was supposed to be speaking Vulcan when she appeared on Enterprise and thus didn't have an "accent" (but that doesn't explain how when she's speaking English to Captain Archer, she also doesn't have any Austrian-sounding accent).

Big fan of Amok Time and Celia Lovsky as T'Pau, I thought she was great. But I just learned something! All this time I had thought Edna Glover was playing T'Pau in Star Trek The Motion Picture, but when I went to look for the actress's name I found out she's credited as 'Vulcan Master'. On Memory Alpha she's called a Vulcan Kolinahr master. Funny that I never knew that.
