Here's the synopsis,

In the city of gotham, to make the plot more twisted, an unknown crime organization – The Total Disaster Crime Organization (TTDCO) - is gathering all the criminals in Gotham City as part of a plan to take over and destroy the police force so that they can create chaos, terror, and mayhem to keep the citizens of Gotham under their total control.
